The Football Association (The FA) is the governing body of football in England and has the responsibility to promote and develop the game at all levels from grassroots through to the professional game, The FA Cup and the England International team.

The Role: 

As part of the Technical Division’s Senior Leadership Team, this role will lead on the creation, co-ordination, delivery and measurement of a programme of long-term transformational projects across the Technical Division. This role will lead on specific cross-functional projects and support the Technical Director in developing team capability in project management. The successful candidate will oversee effective delivery and utilisation of FA investment into England Teams and Education; develop a framework to manage the multitude of programmes of work required to deliver sustained success for England teams and a world-class Education system, across the department of 300+ staff.

The role will also lead the change process in the Technical Division; delivering best practice processes, systems, partnerships and people to record and maximise outputs, promoting and leading cross-divisional working and collaboration.

Key elements of the role will include:

  • To implement rigorous business processes across the Technical Division to maximise the return on investment.
  • Develop and implement a project management approach to the initiation, execution, monitoring and review of key programmes.
  • Manage the programme management function within the Technical Division, at SGP and ensure effective integration with the Strategy function.
  • To work with the Technical Director on the governance framework for the Technical Division.
  • Work closely with the Technical Director and leadership team; to understand and develop the programme of activities and priorities to deliver against the Technical Division Strategic plan; that in turn delivers against the FA strategic priorities.
  • To establish, in accordance with agreed FA Group governance structures, cross-divisional steering and project groups for TD programmes and projects.
  • With the TD and Department Heads, set agreed and strategic measurements and KPI’s.
  • Lead the annual financial and strategic planning & management of the Technical Division budget, with ownership of each area with the Department Heads.
  • Co-ordinate the research initiation and reporting across the Technical Division.
  • Oversee and co-ordinate specific FA initiatives that involve multi-departments in the Technical Division such as BAME and Female Coach Programmes.
  • To build and manage relationships across The FA Group to ensure inter-dependences are managed effectively.
  • Develop and implement a project management approach to the initiation, execution, monitoring and review of key programmes.
  • Implement, run and track business planning, VMOST and strategic plans for the Technical Division.
  • Promote the cascade of this approach and up-skilling of the leadership team and line managers to embed key programme management principles, including the development and reporting on targets and KPI’s.
  • To work with other FA Divisions to create an optimum operational and physical environment in-line with an elite sports team for Technical Division staff at SGP.
  • To execute additional tasks as required in order to meet FA Group changing priorities.

The successful candidate will possess the following skills and experience:

  • Significant Programme Management experience in a variety of complex environments
  • Extensive experience of strategic business planning and management
  • Extensive experience of financial planning and budget management
  • PRINCE2 or similar level project or programme management qualification
  • Comfortable and competent with the big picture and translating this into operational plans
  • Proven ability to work within complex or matrix structured organisations and galvanise people within non-direct reporting structures
  • Excellent interpersonal and communication skills
  • Excellent relationship building skills
  • Excellent organisational and planning skills
  • Excellent influencing and negotiation skills
  • MBA or relevant post graduate qualification
  • Passion and experience in elite sport and/or football
  • Track record of delivering project management training to diverse workforce
  • Experience of working in an elite sports environment
  • Understanding of the importance and requirements to develop the next generation of coaches and young players
  • Proven ability to work across a wide range of stakeholders internal and external

The role is based at St George’s Park, near Burton upon Trent however flexible working arrangements will be considered.
