National Womens Participation Manager- Grassroots Football Development

Our Organisation:

The Football Association (The FA) is the governing body of football in England. We are responsible for promoting and developing the game at all levels; from grass roots through to the professional game, The FA Cup and the England International teams, and has two core assets: Wembley Stadium and St George’s Park.

Overview of the role:

Establish positive environments for female football within grassroots clubs and leagues

Support and shape the creation of a new tiered club framework to ensure full inclusivity of female players and teams

Create a complete player pathway for women and girls to participate in grassroots football

Embed women and girls participation programmes across the new tiered club framework

Develop strong, sustainable relationships with County FAs and key influencers locally to drive culture change within the local football infrastructure

Key responsibilities include:

Programme Management 

  • Sets the strategic direction for how the FA implements the football pathway for Women and Girls (W&G) through County Football Associations (CFAs) at grassroots level
  • Continually review, analyse and consider the issues which stand in the way of local development work and the retention of Women and Girls players in grassroots football
  • Lead, develop, manage and evaluate any plans for delivering women’s grassroots football programmes, ensuring they create transformational change

Results Orientation and Budget Management

  • Lead on all planning and reporting processes associated with women’s football club delivery, including management and monitoring of relevant budgets
  • Continually review delivery through corporate insight/reporting tools and lead mitigation actions with internal colleagues where delivery trajectories slip
  • Prepare business plans, regular reports and budgets, ensuring all work is delivered on time and achieves successful outcomes  

Team Work

  • Work collaboratively across the FP&D Division to develop innovative approaches; resources; events and projects that drive female participation (growth/retention) at a CFA level
  • Ensure W&G programmes and participation activity is integrated into CFA plans
  • Implement regular interactive briefing sessions to ensure national and CFA colleagues are properly informed of any progress relating to female grassroots delivery

Relationship and Influence

  • Work with key decision makers within the FP&D and Technical divisions to build awareness, ownership and buy-in to future plans to grow female participation at grassroots level
  • Support CFAs to establish and manage Women’s Football Advisory Boards, to develop the Women’s Football Pathway in CFA hot spots.
  • Support key influencers across the sport and education landscapes regionally, to drive culture change within local football and establish a female-friendly ethos in grassroots clubs
  • Make timely, informed and action focussed decisions that drive sustainable delivery, responding to changes in the internal and external landscape
  • Work with colleagues to prioritise competing organisational demands on local delivery involving CFAs and Charter Standard clubs
  • Ensure that grassroots delivery implications are taken into account at concept stage, and are effectively included within national programme planning

What we are looking for:

  • Experience of leading and implementing strategy and policy  at a national level
  • Proven track record of delivering results and raising performance within established targets
  • Ability to lead, build and motivate teams ensuring they have the knowledge, capability and resources to provide the quality of service and advice required by County FAs and key stakeholders
  • Manage and maintain budgets within specific financial parameters
  • Demonstrate success providing a range of customer support services to internal and external customers
  • Track record of developing effective partnerships to secure resources and or deliver targets  
  • Ability to communicate and influence effectively at all levels
  • Knowledge of the NGB, football and education landscapes
  • Understanding of the political and functional workings of County Football Associations
  • Understanding of the FA Gameplan for Growth Strategy
  • Experience of implementing Quality Assurance processes
  • Role model and credible leader across the FA and County FAs
  • Capacity to manage conflict
  • Track record of delivering results and raising performance within established targets
  • Demonstrate success providing a range of customer support services to internal and external customers
  • Ability to gain ‘buy in’ to equality objectives
  • Knowledge of barriers facing under-represented groups
  • Track record of innovation resulting in outcome focused results
